This manual assists communities in the implementation of Weed and Seed strategies, which are designed to institute a comprehensive, multiagency, community-based approach to countering violent crime, drug use, and gang activity in crime-ridden neighborhoods.
Abstract
The manual provides guidance in the implementation of four critical components of the Weed and Seed program. One component is coordinated Federal, State, and local law enforcement efforts to "weed out" violent offenders in targeted neighborhoods. Another component is community policing, in which police work closely with residents to solve neighborhood problems that cause crime and drug use. A third component is an increased availability of social services in targeted neighborhoods, and the fourth component is economic development and expanded economic opportunities for residents to revitalize distressed neighborhoods. After an overview of Operation Weed and Seed, the manual presents separate chapters on how to organize the Weed and Seed steering committee; neighborhood selection, assessment, and resources; planning the local program; coordinated law enforcement programs; community policing; prevention, early intervention, and treatment; neighborhood restoration; the management of a Weed and Seed program; and evaluation of a Weed and Seed program.
