STUDY OF STATE ORGANIZED CRIME PREVENTION COUNCILS, BASED ON QUESTIONNAIRES OF APRIL, 1973, INCLUDING STATUS OF CURRENT COUNCILS AND AN ANALYSIS AND COMPARISON OF THE COMPONENTS OF EACH.
Abstract
THE ESTABLISHMENT OF THESE COUNCILS IN SEVERAL STATES IS REVIEWED. MOST OF THEM WERE CREATED ON THE INITIATIVE OF STATE ATTORNEYS GENERAL AND OBTAINED FISCAL SUPPORT FROM LEAA. THE STATUS OF EACH STATE'S PROGRAM IS LISTED AND MEMBERSHIP STANDARDS AND ACTUAL MEMBERSHIP COMPOSITION OF EACH COMMITTEE IS CHARTED. THE STAFF RESOURCES AND FUNDING AS WELL AS THE FUNCTIONS AND DUTIES OF THESE COUNCILS ARE ALSO PRESENTED. MOST SERVE TO DEFINE THE ORGANIZED CRIME PROBLEM AND TO HELP DEVELOP PROGRAMS TO FIGHT ORGANIZED CRIME. COUNCIL RELATIONS WITH FEDERAL, STATE, AND LOCAL AGENCIES ARE REPORTED TO BE GOOD TO EXCELLENT. SURVEYS AND OTHER INFORMATION GATHERING TECHNIQUES ARE EMPLOYED BY MOST. IN GENERAL, PUBLIC EDUCATION ABOUT ORGANIZED CRIME IS AN IMPORTANT COMMITTEE GOAL. THE STUDY CONCLUDES THAT THE COUNCILS HAVE MADE SIGNIFICANT CONTRIBUTIONS IN DEFINING AND OFFERING STRATEGIES TO CONTROL ORGANIZED CRIME IN THEIR STATES. APPENDED ARE SAMPLE INFORMATION GATHERING MATERIALS AND LAWS OR ORDERS INCORPORATING THE COUNCILS.
