Abstract
The Performance Appraisal Package (PAP) provides a personnel evaluation system that deals with job-related areas of performance, rating observed behavior whenever possible. It was designed to minimize the amount of writing required, encourage uniform consideration of specific work requirements through checklists, and highlight the strengths and weaknesses of each constable. It also allows space for narrative comment. Local supervisors keep a PAP for each constable in a secure file and record observations on performance throughout the year. A formal interview between the rater and the constable is held once a year, after which the final rating form is completed and signed to become part of the permanent record. Negative entries cannot be made without informing the individual concerned. Suggestions regarding routine entries in the PAP cover the narrative form, timing, cross references, and applying the standardized rating scale. Examples are included. The guide then discusses the appraisal interview, beginning with the notification form. It considers interviewing approaches, what questions should be asked, seating arrangements, and ways to relax the interviewee. The appendixes contain the Crown Counsel's guide to using the performance rating checklists, a list of skills and abilities essential to the job of police constable, a sample letter scheduling an interview, and a sample PAP.
