THIS ARTICLE OUTLINES A COUNTERSNIPER TRAINING PROGRAM THAT MINIMIZES EXPENSE AND LOSS OF MAN HOURS WHILE INCREASING THE EFFICIENCY OF POLICE AGENCY MARKSMEN.
Abstract
POLICE COUNTERSNIPER TRAINING PROGRAMS SHOULD IDENTIFY RISK SITUATIONS AND PLAN FOR HOSTAGE AND ARMED-BARRICADED INDIVIDUAL INCIDENTS BY MAKING SURE THAT THE PERSON CHOSEN AS A COUNTERSNIPER HAS GOOD JUDGMENT, KNOWS THE CAPABILITIES OF THE WEAPONS AND AMMUNITION, IS ADEQUATELY AND CONSTANTLY IN TRAINING. THE GOALS OF COUNTERSNIPER TRAINING INCLUDED WEAPONS FAMILIARITY, CAPABILITY OF FIRING AT VARIOUS RANGES AND UNDER VARYING WEATHER CONDITIONS, TRAINING OF A TWO-MAN TEAM FOR LONG-RANGE OR SPECIAL CIRCUMSTANCES, DEVELOPMENT OF AN ABILITY TO ARTICULATE THE REASONS FOR ACTING IF AND WHEN THE OFFICER DOES SHOOT, AND MAINTENANCE OF AGENCY RECORDS REGARDING AN INDIVIDUAL'S TRAINING. THE ARTICLE NOTES THAT A LAW ENFORCEMENT AGENCY'S REPUTATION AND CIVIL LIABILITY LIE IN THE HANDS OF THE COUNTERSNIPER. PHOTOGRAPHS AND ILLUSTRATIONS ARE INCLUDED. (RFC)
