Abstract
Three introductory chapters address the history and philosophy of police management; the translation of philosophy to outcomes; and police organizational culture: why it is important, how it develops, and how it can be changed to improve policing. Part One contains six chapters on "Behavioral Aspects of Police Management." They focus on the organizational environment that faces the police manager as they discuss various theories about people in organizations, including police departments. The chapters address leadership behavioral styles, how the experiences of a police chief differ from those of the police officer, the skills and techniques needed to develop sergeants, and influential theories of human behavioral motivations. Once police managers understand the importance of the behavioral aspects of dealing with people in their agencies, they must then develop specific methods for making effective decisions. Thus, Part Two provides police managers with the tools they need to make decisions necessary to maintain a stable organization. Five chapters discuss management planning, problem identification and decision-making, management by objectives, productivity, and fiscal management. Part Three, which deals with major issues in modern police management, features methods for instituting change in accordance with the changing needs of communities and proven methods of effective policing. Topics covered in the six chapters of this section include the use of power, civil liability, accreditation, ethics for the 21st century, the assessment center process, and leading small and medium-size law enforcement agencies. Appendixes contain sample general orders that address agency philosophy and total quality management, as well as required documents for an agency status report.
