Comprehensive data and information are provided for Florida's Prescription Drug Monitoring Program (PDMP), which is named Electronic-Florida Online Reporting of Controlled Substances (E-FORCSE).
Abstract
The administering agency for the E-FORCSE is the Florida Department of Health. The E-FORCSE home website is provided, with other websites provided for enrollment, queries, data upload, and statistics. Contact information is provided for the Program Manager and the Program Operations Administrator. Statistics for 2017 address the state population (21,312,211), DEA registered prescribers (84,161) ,and DEA registered dispensers (5,019). PDMP available reports are listed. The only source of funding for E-FORCSE in 2018 is listed as the state general fund. Statistics on number of staff in various task categories are listed as follows for 2018: operational (4), technical (0), analytical (0), and "other" (0). Key dates reported for the PDMP are when authorizing legislation was enacted (June 2009), when it became operational (September 2011), initial user access (October 2011), online access (October 2011), and electronic reporting (September 2011). Sources for relevant statutes and rules are listed. Frequency of data reporting is "no later than the next business day," and zero reporting is required. Drugs monitored under the PDMP are controlled substances in schedules II, III, IV, and V. Drug manufacturers' or distributors' data are monitored. Miscellaneous capabilities and policies are listed. Enrollment in the PDMP is required for prescribers and dispensers of designated drugs. Effective July 1, 2018, a prescriber must query the PDMP database prior to prescribing a controlled substance in schedules II - V. Requirements for those holding PDMP accounts are listed.
