Information and data are presented for the South Dakota Prescription Drug Monitoring Program (SD PDMP), which is administered by the South Dakota Board of Pharmacy.
Abstract
The SD PDMP's email address is provided, along with website addresses for the home page, enrollment in the PDMP, queries for data, and data upload. Contact information is provided for the PDMP Director and the Assistant Director. Statistics for 2017 cover the state population (877,790), DEA registered prescribers (4,999), and DEA registered dispensers (224). PDMP available reports are listed. Funding for the PDMP in 2018 came from the Regulatory Board Fund and a Harold Rogers grant. PDMP staff numbers for 2018 are reported for the following job categories: operational (0.8) technical (0), analytical (0.8), and "other" (0). Key dates for PDMP policies and procedures pertain to enabling legislation (March 2010), becoming operational (December 2011), initial user access (March 2012), on-line access (March 2012), and electronic reporting (December 2011). Source information is provided for relevant statutes and rules regarding PDMP policies and procedures. Reporting frequency for PDMP data is daily for controlled substances in schedules II, III, IV, and V. Reporting is not required for any other drugs listed in the survey form. Miscellaneous PDMP capabilities and policies are reported. Enrollment in the PDMP is required for prescribers, but not for dispensers; however, prescribers are not required to use the PDMP. A regulatory/licensing board has the authority to enforce PDMP mandates. Law enforcement agencies are required to have an active investigation of a particular patient in order to gain access to information on patient drug use. The data retention policy is to purge all data after 3 years. PDMP requestor training in the use of PDMP is neither required nor available. Technological capabilities and requestor authorized reports are noted.
