This article discusses the planning and construction of a prison that was designed to blend into the community while employing the latest technologies to create a secure, humane facility in which to house prisoners.
Abstract
The North County Correctional Facility was built in Sangus, California in 1990. Before the prison was opened, efforts were made to make the community comfortable with its new neighbor and to dispel any community fears about having a prison located nearby. For example, guided tours were given so that community members could inspect the modern security measures that were to be employed. This article discusses the teamwork that was involved in designing a technologically advanced and functional prison that was aesthetically pleasing to the community. Rows of wire and guard towers were concealed from public view behind high brick walls. Details about the innovative layout and design of the interior space are provided. The layout permits close interaction between prisoners and staff officers and provides inmates with a more open environment that is intended to reduce the risk of violence. Security measures and other technologies employed in the prison as well as estimates of some of the cost savings realized are also described.
