Project ADVANCE (Alternatives for Delinquents: Vocational, Academic, Networking, Cognitive, and Entrepreneurial) is an institutional and aftercare model being used in Florida to help incarcerated juvenile offenders obtain the skills to meet job-specific employability and problemsolving requirements in today's workforce.
This model is designed to increase student independence systematically by developing competencies related to offender adjustment and employee tenure. Aftercare is designed to reinforce the competencies by assisting students with the transition to work in advanced vocational preparation while addressing community and family adjustment needs. Youth are initiated in this model while at the Pensacola Boys' Base (PBB) sponsored by the Florida Department of Juvenile Justice. The merging of the philosophies of Project ADVANCE and the existing structured delivery system of PBB demonstrates the potential benefits to an established program. Successful merging will also improve local program quality and encourage statewide and national replication. Project ADVANCE is funded through a 2-year grant from the United States Department of Education. The model is structured to be cost-effective while addressing critical skill needs that are characteristic of juvenile delinquents; its design flexibility allows its use in existing, new, or restructured program settings. 28 references (Author abstract modified)
