Abstract
THE MASSACHUSETTS JUVENILE CORRECTIONAL REFORMS CLOSED THE TRADITIONAL PUBLIC TRAINING SCHOOLS AND DEVELOPED A VARIETY OF ALTERNATIVE RESIDENTIAL AND NON-RESIDENTIAL COMMUNITY-BASED SERVICES IN NEWLY-CREATED STATE REGIONS. THIS ARTICLE DESCRIBES THE PROBLEMS AND PROGRESS OF THESE REFORMS THROUGH THREE PHASES - THE EMERGENCE OF A MANDATE FOR REFORM, THE REFORM OF INSTITUTIONAL TREATMENT, AND THE MOVE FROM INSTITUTIONS TO COMMUNITY CORRECTIONS.
