These technical assistance commentaries provide information on the goals, design, and implementation of the juvenile serious habitual offender/drug involved program model -- a law enforcement approach that emphasizes interagency cooperation in response to the serious, chronic juvenile offender.
Abstract
Technical assistance, in the form of site visits, informational commentaries, and cluster meetings, offered during Phase 1 of program implementation at five demonstration sites is described. Current deficiencies in the juvenile justice system response to this population are identified, and the importance of a systemwide, coordinated response to the problem is noted. Recommendations for implementing the program are provided within the context of a functional organizational development model and an operational model emphasizing research, test and demonstration as related to eight program objectives. A SHO/DI training packet is also provided. Guidelines are presented for facilitating cooperation within the implementing police department and with other juvenile-related agencies. Finally, the utility of data aggregation by the five demonstration sites is discussed. Paper figures.
