This source book, designed for use as a supplemental text in the ICMA pilot workshop series on community-oriented policing (COP), presents 32 selected readings on COP by distinguished researchers, authors, and practitioners.
Abstract
The first selection identifies four elements of the community policing model: police partnership with the community; participative management; problemsolving; and visionary leadership. The remaining selections discuss aspects of these elements of COP. A number of selections discuss problem-oriented policing. This is defined as a systematic process for the identification, analysis, and resolution of public safety problems as opposed to a merely reactive police response to individual calls for service. A number of selections trace the evolution of policing strategies, notably in the United States, so as to place COP in a historical context. Types of COP services are discussed as are the implications of COP for the structure of police organizations, particularly in the facilitation of participative management. Other topics addressed are the use of COP to counter drug trafficking, reduction in fear of crime through COP, and the design of COP police facilities.
