The Florida Department of Corrections has developed a comprehensive program involving the identification, assessment, classification, and treatment of inmates with substance abuse problems. Rather than following the conventional pattern of traditional intervention programs, the FDC used the latest research findings and based its program on sound theoretical foundations.
Abstract
The FDC's substance abuse program, divided into four tiers, provides substance abuse education, residential treatment, and aftercare for inmates. The four-tiered program aims to reduce recidivism by enabling addicted offenders to become responsible citizens. This substance abuse program was designed following an extensive review of effective programs and their findings. Two major studies in the field, a longitudinal survey conducted by the National Institute on Drug Abuse and the Treatment Outcome Prospective Survey, were also studied by the FDC. The program is based largely on social learning and rehabilitation theories and employs the therapeutic community (TC) approach to intervention. 47 references
