THIS TASK FORCE WAS SET UP TO EXAMINE POLICE SERVICES ON CANADIAN INDIAN RESERVES, CLARIFY THE JURISDICTIONAL RESPONSIBILITIES OF THE PROVINCIAL AND FEDERAL GOVERNMENTS, AND MAKE RECOMMENDATIONS FOR IMPROVEMENT.
Abstract
USING A REGIONAL APPROACH, THE TASK FORCE EXAMINED THE EXISTING POLICE SITUATION, DEVISED METHODS TO CONSULT INDIAN PEOPLES AND OTHER PARTIES INVOLVED AS TO HOW POLICING MIGHT BE IMPROVED, ASCERTAINED INDIAN PREFERENCES ON SUGGESTED OPTIONS, AND CONSULTED WITH OTHER PARTIES INVOLVED AS TO THE PRACTICABILITY OF THEIR PREFERENCES. THE OPTIONS CONSIDERED INVOLVED DIFFERENT FORMS OF INDIAN BAND COUNCIL POLICING, MUNICIPAL POLICING AND PROVINCIAL POLICING (INDIAN PROVINCIAL POLICE FORCES OR INDIAN CONTINGENTS IN EXISTING PROVINCIAL POLICE FORCES). THE RESULTS OF THE INDIAN PREFERENCE CONSULTATION REVEALED A WIDELY SHARED SUPPORT FOR INDIAN POLICE CONTINGENTS IN EXISTING PROVINCIAL FORCES. NINETEEN SPECIFIC TASK FORCE CONCLUSIONS ARE PRESENTED, INCLUDING THE NEED FOR BETTER, MORE ADEQUATE POLICE SERVICES FOR INDIANS ON RESERVES, GREATER EMPHASIS ON PREVENTIVE POLICING, AND IMPLEMENTATION OF THE POLICING OPTION PREFERRED BY THE INDIANS. IN ADDITION, FOURTEEN RECOMMENDATIONS ARE MADE, INCLUDING REGIONALIZATION OF POLICE SERVICES USING THE TYPE OF POLICING PREFERRED BY EACH REGION AND REVIEW OF THE EXISTING BAND CONSTABLE PROGRAM.
