This is a handbook for American officials who are stationed in foreign countries where terrorist activity may be a problem. It provides recommendations on how to avoid being targeted by terrorists.
Abstract
American officials stationed in foreign countries are vulnerable to and have been targeted by terrorists in the past. Most terrorists have limited resources and will chose their victim where security is weak and resistance is likely to be minimal. By taking the precautions recommended in this handbook, Americans officials can reduce the chance that they or their family members will be targeted. It is emphasized that predictability is one's greatest enemy when dealing with terrorists. Travel routes and schedules should therefore be varied whenever possible particularly when going to and from work. Advice is also given for travel by public transportation. The handbook warns against placing too much trust in servants who may very well be informants for political groups. They should be told very little about the coming and going of the family. Procedures for dealing with a bomb threat are provided as well as signs that could indicate the presence of a bomb. Advice on preparing for the possibility of being taken hostage and for coping and surviving if taken hostage is also included. Finally, the handbook provides a checklist for ensuring that one's residence is secure not only against terrorists but against burglars. Law enforcement in foreign countries is unpredictable, so the emphasis should be on deterrence rather than detection.
