This report was prepared in response to resolution 1986/10, taken by the United Nations Economic and Social Council with regard to the prevention of crime and implementation of criminal justice standards.
Abstract
In 1985, the Seventh Congress on the Prevention of Crime and the Treatment of Offenders adopted the Basic Principles on the Independence of the Judiciary, recommending them for national, regional, and international action. This report summarizes UN action in these areas, through crime prevention and criminal justice programs, human rights programs, and other UN institutes. Governments provide information on the implementation of the Basic Principles through national legislation or practice and training; qualifications and status of judges with regards to selection and terms of office; and application of the Basic Principles, through UN assistance and international and regional training courses. Information on the implementation of the Basic Principles was also obtained from the Commission on Human Rights, regional intergovernmental organizations, and nongovernmental organizations in consultative status with the Economic and Social Council.
