After reviewing the features and effectiveness of the Byrne Criminal Justice Innovation (BCJI), this technical assistance report recommends ways that State Administering Agencies (SAAs) can facilitate the cost-effectiveness of BCJI efforts.
Abstract
The BCJI program features a model for improving public safety through place-based strategies for crime prevention and intervention, data-driven crime analysis and program strategy, community involvement and revitalization, and partnerships and capacity building. For States and territories that adopt the BCJI model, State Administering Agencies (SAAs) are responsible for the management of BCJI resources and planning. This technical assistance report offers recommendations for SAAs that address three main areas: focused approaches, data-driven efforts, and research assistance. Focused approaches pertain to the focusing of crime prevention efforts on a narrow set of problems, places, or individuals that contribute to the amount and type of crime in a given area. This applies to strategies and tactics as well as specific technologies. Data collection and analysis is a key component in identifying the most effective crime prevention efforts, tactics/strategies, and individuals and groups that are the key to addressing specific crime problems. Regarding research assistance, the best use of funds for crime prevention and intervention will occur when a research partner is involved. The input of an independent research partner with no stake in the outcome and who has a background in sound research methods is essential in achieving cost effectiveness in crime prevention and intervention.
