Findings and methodology are reported for a project that assessed how crime-victim funding allocations in Arizona were distributed to victim service providers during fiscal years (FY) 2016-2017, with a focus on the availability of funding resources and the programs and services being provided to crime victims.
Abstract
The project used a survey instrument developed by the Arizona State Agency Coordination Team (AZSACT), which consists of multiple agencies that work collaboratively to improve and provide funding for crime victim services throughout the state. The survey solicited information from agencies that distributed federal funding for victim services, as well as from the organizations that received federal victim services funding (subgrantees). The survey queried respondents on contact and demographic information, funding sources, how the agency uses federal funding, program evaluation, and limitations and recommendations for future funding initiatives. A total of 45 agencies agreed to participate in the survey, with 26 agencies participating to completion, filling out the consent form and completing the survey in full. This project expanded victim-related data collection and analysis regarding how federal grant funds are being used under the Victims of Crime Act (VOCA); and it also improved the planning and implementation of victim services at the state and local levels, culminating in an evaluation of victim service providers in the state. The results establish a strong foundation for future VOCA-funded victim services research projects. This project is the start of an evaluation of the status of VOCA funding in Arizona, as it promotes a discussion of ways to improve funding initiatives for the next cycle of VOCA funding. 8 figures and 2 tables
