This futures study examines the management of peace officer misconduct in a medium-size law enforcement agency by the year 2002; the city of Roseville, California is used as an example.
Abstract
Trends used to forecast the future included legislation pertaining to police internal affairs investigations, quality of police officer recruits, level of violent crime, influence of civilian review boards, and citizen complaints against the police. The study identified three high-probability events that would impact significantly on the management of police officer misconduct: creation of mandated civilian review boards, establishment of a State Office of Police Review, and indictment of a police manager for failing to prevent or stop departmental misconduct. A strategic plan and a transition management plan for the Roseville Police Department are presented. In addition, the author recommends ongoing training in professional ethics and conduct, police commission review of agency practices, and grand jury review of officer misconduct and departmental investigations. 5 tables, 13 notes, 37 references, and 16 appendixes
