This closeout report outlines the work undertaken by Analytic Services Inc. (ANSER) toward new technological solutions to support the National Institute of Justice’s (NIJ) Office of Science and Technology.

Abstract

The project focused on three law enforcement goals: (1) identifying human subjects using automated face recognition technology; (2) identifying and locating missing and exploited children by leveraging all available information; and (3) eradicating the exploitation of children occurring on the Internet. ANSER enhanced and built on existing software systems to develop the technological capacity to meet the three stated law enforcement goals and then tested and evaluated the use of these systems in real-world law enforcement environments via pilot programs. ANSER also disseminated the results of the pilot programs throughout the law enforcement community and readied the software systems for distribution through commercialization and licensing. Four areas of deliverables were provided to the pilot program partners: (1) software modules and documentation; (2) on-going site demonstrations and indoctrination; (3) databases (image, criminal, and investigative); and (4) required reports. The software modules and documentation provided to the partners are described, as are the on-site demonstrations of software and hardware systems and the databases created to support nearly every application and pilot project.
