Each title addresses some issue which the U.S. Congress deems pertinent to countering violent crime in America. Title I, Public Safety and Policing, focuses on increasing police personnel and resources that will enhance the concept of community policing. Title II, Prisons, authorizes grants designed to mount programs that will lead to the incarceration of more violent offenders for longer periods. Title II, Crime Prevention, pertains to grants to local and State governments that will help fund violence prevention programs and experimentation. Violence Against Women is the topic of Title IV, which addresses various issues associated with violent crimes against women, notably sex offenses and domestic violence. Other titles in the act relate to drug control, the use and administration of the death penalty for violent crimes, drunk driving, firearms, terrorism, immigration enforcement, youth violence, street gangs, child pornography, crimes against children, rural crime, Federal law enforcement, State and local law enforcement, motor vehicle theft, and services for victims of violent crime.
