The Swedish Code of Statutes includes the Act on the Control of Narcotic Drugs; passed in 1993, the act indicates drugs can only be imported, manufactured, exported, offered for sale, transferred, or held in possession for medical or scientific purposes by persons authorized to do so.
Abstract
Other sections of the act define manufacturing as the production, transformation, and packaging or repackaging drugs and indicate drug trading can only be undertaken by authorized persons. The act further stipulates that narcotic medicines can only be dispensed by prescription and that chemical substances used to manufacture illicit drugs must be regulated. Sweden's Medical Products Agency is charged with examining questions related to authorization and is responsible for approving requests from the medical and scientific communities for dispensing drugs. The act imposes a day fine or imprisonment for up to a year for drug law offenses.
