Abstract
AN UNHEALTHY ADMINISTRATIVE ENVIRONMENT WAS FOUND TO EXIST IN HOLYOKE INSOFAR AS POLICE MATTERS WERE CONCERNED. RECOMMENDED SOLUTIONS INCLUDED - REVIEW OF ORDINANCES GOVERNING THE POLICE, CLARIFYING THE RESPONSIBILITIES OF THE MAYOR AND THE CHIEF OF POLICE, ESTABLISHMENT OF A POLICE MERIT SYSTEM INSTEAD OF CONTINUING POLICE INVOLVEMENT WITH THE STATE CIVIL SERVICE SYSTEM, AND APPOINTMENT OF A NEW CHIEF POLICE ADMINISTRATIVE OFFICER FROM OUTSIDE THE DEPARTMENT.
