Alertness, imagination, and some extra effort are needed for police and prosecutors to develop solid cases against perpetrators of hate crimes.
Abstract
Police should carefully describe the suspect, detailing the clothing and appearance and noting and photographing any tattoos or jewelry that can be associated with racially oriented hate groups. They should also impound clothing including shoes or boots. If possible, they should check the suspect's residence or car to find Nazi flags or symbols. Racial graffiti should also be photographed at the scene of the crime. Police should also recognize that crimes against property can be hate crimes. Illustration
