This report profiles the current status of the work furlough, work release, and electronic monitoring programs in California's 58 counties.
Abstract
The information provided is derived from a 1990 questionnaire sent to appropriate county officials. Following a general composite profile of work furlough programs, a chart provides information on work furlough programs by county. The information indicates whether or not a county has a work furlough program, minimum time, facility type, number of beds, acceptance of misdemeanants or felons, fee amount, process time, processed presentence or postsentence, waiting period, fee per day, fee collection, minimum and maximum work hours, whether or not two jobs are allowed, workman's compensation, car registration and insurance on file, reciprocal agreement, number of reciprocals, reciprocal program transfer, and program transfer interval. A general composite profile is also provided for electronic monitoring programs. The chart information on electronic monitoring programs by county is similar to that for work furloughs with the addition of information on program transfers to work release, the supervisor, the number of intake officers, the number of supervision officers, and the number of field contacts per week. Following the general composite of work release programs, the chart provides information on whether or not a county has work release, the application fee, waiting period, maximum time, fee per day, collection, excused absences allowed and defined, unexcused absences allowed, medical excuses allowed, mandatory appearance for the first weekend, booking and release location, appeal process for entry denial and termination, number of writs filed, notification, and the officer providing supervision. Personnel directory for programs that provide alternatives to incarceration is included.
