A DISCUSSION OF THE FRAUDULENT ACQUISITION AND USE OF SUCH MEANS OF IDENTIFICATION AS DRIVER'S PERMITS AND UNITED STATES PASSPORTS, WITH SUGGESTIONS FOR NATIONWIDE STANDARDIZATION OF IDENTIFICATION MEANS.
Abstract
THE AUTHOR OUTLINES SOME OF THE USES OF FALSE IDENTIFICATION. CREDIT CARD FRAUD, FOR EXAMPLE, IS MUCH EASIER IF THE OFFENDER SECURES MOTOR VEHICLE DRIVING PERMITS IN THE NAMES OF PERSONS WHOSE CREDIT CARDS THEY INTEND TO STEAL OR DUPLICATE. USES OF SUCH IDENTIFICATION TO DRUG TRAFFICKERS AND OTHER OFFENDERS ARE ALSO DISCUSSED. THE AUTHOR PROVIDES AN ILLUSTRATION OF THE MANNER IN WHICH CRIMINALS ARE ABLE TO OBTAIN VALID DRIVING PERMITS IN THE NAMES OF OTHERS. THE LAX SECURITY OF MOST RECORD-KEEPING INSTITUTIONS, ESPECIALLY THOSE DEALING IN BIRTH AND DEATH RECORDS IS CRITICIZED. THE AUTHOR RECOMMENDS THAT SUCH MEASURES AS A NATIONAL DRIVER'S LICENSE AND NATIONWIDE COORDINATION OF BIRTH AND DEATH RECORDS BE UNDERTAKEN TO DECREASE THESE INCIDENTS OF DOCUMENT FRAUD.
