Abstract
THE PRELIMINARY STUDY/NEEDS ANALYSIS WAS CONDUCTED BY PROJECT PERSONNEL OVER A SIX-MONTH PERIOD. ACTIVITIES OF THE PROJECT INCLUDED PERSONAL INTERVIEWS WITH MANAGEMENT AND SUPERVISORY PERSONNEL IN THE PARTICIPATING AGENCIES, CIRCULATION OF A QUESTIONNAIRE TO COURT-SUPPORT PERSONNEL, AND IN-DEPTH REVIEW OF THE INFORMATION COLLECTED. A TOTAL OF 85 TRAINING AND INFORMATION NEEDS WERE IDENTIFIED FOR SUCH AREAS AS TRAINING PROGRAMS, OFFICE SKILLS, COMMUNICATION SKILLS, JUSTICE SYSTEM ORIENTATION, TIME MANAGEMENT, EMPLOYEE RELATIONS, CASELOAD MANAGEMENT, PERSONNEL MANAGEMENT, AND RECORDS MANAGEMENT. THE 85 TRAINING AND INFORMATION NEEDS IDENTIFIED DURING THE ANALYSIS ARE GROUPED INTO SEVEN PRIORITY CATEGORIES FOR THE PURPOSE OF DETERMINING HOW THE AVAILABLE HUMAN AND FISCAL RESOURCES CAN BE ALLOCATED DURING THE REMAINDER OF THE JUDICIAL SYSTEM PERSONNEL DEVELOPMENT PROGRAM.
