This report presents statistical descriptions of all individuals sentenced to correctional institutions administered by the Hong Kong Correctional Services Department in 2003.
          Abstract
Each convicted offender was sentenced under one of the five types of Hong Kong correctional programs: prison, drug addiction treatment center, training center, detention center, and rehabilitation center. Total admissions in 2003 were 26,659, of which 92.4 percent were sentenced to prisons, 4.8 percent to drug addiction treatment centers, 0.5 percent to training centers, 1.3 percent to a detention center, and 0.9 percent to rehabilitation centers. The first section of the report provides an overview of the demographic, socioeconomic, and criminal characteristics of the sentenced offenders. The second section presents key statistics on sentenced individuals by correctional program, and the third section contains detailed statistics on drug addicts. Selected comparative statistics for 2002 and 2003 are presented in section 4. Charts show the historical trend in inmate receptions and inmate characteristics from 1984 to 2003. Two appendixes describe various types of Hong Kong correctional programs and the classification of offenses. 33 tables and 6 charts
