This report analyzes how New York State obtained local participation in the development of its drug law enforcement plan as required by the Anti-Drug Abuse Act of 1986 and distributed Federal grant funds as local jurisdictions.
Abstract
Sources of information included interviews with officials from the Department of Justice, New York State Division of Criminal Justice Services (DCJS), other State and city agencies, the Drug Policy Board, and local criminal justice planning officials. The investigation found that DCJS consulted with State and local officials in developing its drug law enforcement plan. This plan included a formula for distributing the $11.5 million in 1987 grant funds to counties and New York City. The State legislature, however, determined which activities were to be funded, who was to receive the funds, and the grant amounts. The legislature's distribution of funds differed from that proposed by DCJS in that adjudication services were funded and fewer funds were provided for distribution through the formula. Tables.
