THE RELATIONSHIP BETWEEN THE RESEARCHER AND THE ADMINISTRATOR, THE METHODS OF APPLYING SCIENTIFIC KNOWLEDGE THROUGH THE AGENCY OF THE GOVERNMENT APPARATUS, AND THE DESIGN OF A MODEL IN WHICH THE FIELD OF JUSTICE CAN PLAY THE SAME ROLE IN GOVERNMENT THAT OTHER SCIENTIFIC DISCIPLINES PLAY IN THEIR RESPECTIVE AREAS OF ACTIVITY.
