RESULTS OF ONE-YEAR STUDY OF CORRECTIONAL CONDITIONS (POPULATIONS, FACILITIES, OPERATIONS), AND ANALYSES AND RECOMMENDATIONS FOR IMPROVING CONDITIONS.
Abstract
DATA ARE PRESENTED ON THE MAGNITUDE, GEOGRAPHIC DISTRIBUTION AND CHARACTERISTICS OF THE CORRECTIONAL POPULATION AND ON FACILITY CONDITIONS, CAPACITIES AND OPERATIONS. THREE CORRECTIONAL ALTERNATIVES ARE CONSIDERED IMPROVEMENT OF THE PRESENT SYSTEM, CONSOLIDATION INTO ONE CENTRALIZED SYSTEM, AND MULTIJURISDICTIONAL COOPERATION. A PROPOSED FOUR-POINT PLAN ENTAILS PASSING PROGRESSIVE LEGISLATION, ESTABLISHING MINIMUM PRISON STANDARDS AND INSPECTION PROCEDURES, REDUCING PRISON POPULATIONS (BY REDEFINING CRIMINAL BEHAVIOR, SHORTENING SENTENCES AND DEVELOPING ALTERNATIVE PROCEDURES), AND REGIONALIZING THE SYSTEM. THE RESULTS OF A STUDY OF THE ECONOMIC FEASIBILITY OF REGIONALIZATION INCLUDE DESCRIPTIONS OF THREE POSSIBLE REGIONALIZATION PATTERNS AND OF PROPOSED REGIONAL CENTER AND LOCAL SERVICES. STATE AND LOCAL ACTIONS NECESSARY TO IMPLEMENT REGIONALIZATION ARE DESCRIBED. RESULTS OF THE COMMUNITY RESOURCES INVENTORY AND REGIONAL ANALYSES ARE FOUND IN THE APPENDIXES.
