ANALYSIS OF DATA TO DETERMINE WHETHER INDIANS IN WINNIPEG, CANADA ARE OVER REPRESENTED IN THE CRIMINAL STATISTICS.
Abstract
THE DATA CONSISTS OF ARREST STATISTICS FOR ALL THOSE EIGHTEEN YEARS OLD AND OVER WHO WERE ARRESTED AND CHARGED IN 1969. WHEN ARRESTS ARE CONSIDERED IN TERMS OF TOTAL OFFENSES, BOTH MALE AND FEMALE INDIANS ARE OVER REPRESENTED. THESE FINDINGS HOLD TRUE FOR ALL TYPES OF OFFENSES EXCEPT DRUG AND TRAFFIC VIOLATIONS. THE AREA OF GREATEST OVER REPRESENTATION INVOLVES LIQUOR-RELATED OFFENSES. INDIANS ARE ALSO OVER REPRESENTED IN CONVICTIONS, OTHER TYPES OF DISPOSITIONS AND RECIDIVISM. THE HIGH OVER REPRESENTATION OF FEMALE INDIANS IN ALL AREAS WAS LIKEWISE NOTED. THE AUTHORS SUGGEST THAT MORE RESEARCH IS NEEDED TO EVALUATE ANY PREJUDICES OR DISCRIMINATION THAT MAY HAVE AN INFLUENCE ON ARRESTS AND COURT PROCEDURES. A LIST OF REFERENCES IS PROVIDED.
