ART THEFT IS SEEN TO BE A GROWING AREA OF CRIME ON AN INTERNATIONAL SCALE BASED UPON THE ASCENDING VALUES OF PAINTINGS AND THE RELATIVELY LIGHT CONSEQUENCES OF LEGAL PENALTIES IN MOST COUNTRIES. A CLOSE LIAISON BETWEEN THE ART WORLD AND LAW ENFORCEMENT AGENCIES IS DEEMED ESSENTIAL IF THE PATTERNS OF ART THIEVERY ARE TO BE THWARTED. ON THE BASIS OF METHODS OF OPERATION AND THE PERSONNEL INVOLVED IN SOME CRIMES, IT IS THEORIZED THAT ORGANIZED CRIME IS TRYING TO DEVELOP A MARKET FOR STOLEN ART.
