Abstract
THE ORGANIZATION PROPOSES THE CREATION OF A NATIONAL CRIMINAL POLICE FORCE (MOST POLICE POWERS ARE NOW RESERVED TO THE STATES); A TWO-LEVEL CAREER TRACK FOR POLICE; UNIFORM NATIONAL STANDARDS FOR POLICE JOB DESCRIPTIONS, COMPENSATION, AND RECRUITMENT; INCREASED POLICE MANPOWER TO MEET THE CHALLENGE OF INCREASED CRIME RATES; AND IMPROVEMENT OF POLICE INSERVICE TRAINING PROGRAMS. THE PROPOSALS WOULD ALLEVIATE THE SERIOUS MOTIVATION AND MORALE PROBLEMS THAT HAVE DEVELOPED IN THE GERMAN POLICE, THE AUTHOR ASSERTS. --IN GERMAN
