REPORT ON THE INCREASED DEFENSE AND ADVISORY SERVICES WHICH ATTORNEYS GENERAL MUST PROVIDE TO CORRECTIONAL AGENCIES AS A RESULT OF INCREASED CIVIL RIGHTS LITIGATION AND GREATER JUDICIAL INTERVENTION IN CORRECTIONS AFFAIRS.
Abstract
THE REPORT DESCRIBES ADDITIONAL RESOURCES WHICH NOW EXIST OR ARE BEING DEVELOPED TO AID ATTORNEYS GENERAL AND THEIR STAFFS IN DEVELOPING GREATER EXPERTISE IN THE EVOLVING FIELD OF LAW SURROUNDING CORRECTIONAL ADMINISTRATION; LEAA AND THE NATIONAL ASSOCIATION OF ATTORNEYS GENERAL ARE SPECIFICALLY DESCRIBED AS SOURCES OF SUCH AID. THE REPORT ALSO PRESENTS INNOVATIVE APPROACHES TO CORRECTIONS PROBLEMS, IMPLEMENTATION OF WHICH HAS BEEN CONTRIBUTED TO BY ATTORNEYS GENERAL IN FOUR STATES (MINNESOTA, MARYLAND, WISCONSIN, SOUTH CAROLINA). THESE APPROACHES ARE CONCERNED WITH SUCH MATTERS AS REVIEWING INMATES' COMPLAINTS, EDUCATING CORRECTIONAL PERSONNEL IN DUE PROCESS, DRAFTING CORRECTIONAL REGULATIONS ADVISING POLICY DEVELOPMENT, AND ESTABLISHING ADMINISTRATIVE GRIEVANCE PROCEDURES. SOME RELATED NATIONAL ACTIVITIES IN THESE AREAS ARE SUMMARIZED.
