Abstract
THE UNDERLYING OBJECTIVES ARE TWO-FOLD - TO PROMOTE EFFECTIVE LAW ENFORCEMENT AND THE ADEQUATE PROTECTION OF THE PUBLIC AND TO SAFEGUARD AND AMPLIFY THE CONSTITUTIONAL RIGHTS OF THOSE SUSPECTED OF CRIME.
