This report presents program data for April 2016 through September 2016 from grantees of the U.S. Justice Department's Bureau of Justice Assistance's (BJA's) Body-Worn Camera Program (BWC).
Abstract
BWC grants provide for the purchase and deployment of BWC systems, training and technical assistance in developing policies for BWC use, and the development of the infrastructure needed to support BWC systems. Forty-two percent of grantees and sub-grantees have had their policy development process approved by BJA and entered the implementation phase of their project prior to September 30, 2016. A total of 8,000 BWCs had been purchased as of September 30, 2016, using grant funds. During the report period, grantees and sub-grantees conducted 624 hours of outreach to the community, criminal justice partners, and other community organizations regarding the use of BWCs. A table shows the amount of BWC grants by agency size (large, medium, small, and expansion). A map shows the location of BWC sites by agency size. For each of the periods April-June 2016 and July-September 2016, a table shows the number and percentage of grantees in the planning stage, the implementation phase, and the operational phase of a BWC program. Another three tables show the number of BWCs proposed to be purchased and actually purchased by grantees and sub-grantees with grant funds, the number of officers deemed eligible for BWCs by agency size, and the officers proposed to receive BWCs under the grant by agency size. The appendix provides data for each grantee: project award number, project phase status, number of community training hours, number of police training hours, number of police eligible for BWCs, number of officers proposed to receive BWCs through grant funds, number of BWCs proposed for purchase, and the number of BWCs actually purchased. 5 tables and 3 figures
