Annotation

In an international symposium, representatives of the police, the sciences, and industry, as well as of several associations from 10 European countries discussed the problems connected with breath-alcohol analysis and its application by the police.

Abstract

Discussion topics were concerned with how to make out and assess a driver's impairment and with methods and instruments for measuring the influence of alcohol on individual drivers. The legal problems connected with breath or blood alcohol measurement techniques and their validity in testimony were also discussed. The conference participants agreed that, to prevent accidents from drunk driving, apprehension risks should be heightened for all persons, but especially youths, who drive under the influence of alcohol. Enforcement should be intensified during known periods of widespread alcohol use, such as evening hours, holidays, and weekends. Such enforcement policies should be supported by favorable administrative arrangements and the provision of the necessary equipment for measuring the presence of alcohol. Photographs are provided.
