THIS REPORT, DATED OCTOBER 12, 1973, PRESENTS THE RESULTS OF TECHNICAL ASSISTANCE EFFORT TO PROVIDE GUIDELINES AND ASSISTANCE IN ESTABLISHING A BASIS FOR CONSOLIDATING POLICE SERVICES IN BUCHANAN COUNTY.
Abstract
BUCHANAN COUNTY HAS 21,700 RESIDENTS IN AN AREA OF APPROXIMATELY 25 SQUARE MILES. THE COUNTY HAS 10 INCORPORATED MUNICIPALITIES, OF WHICH 8 HAVE SOME KIND OF LOCAL POLICE SERVICE. INDEPENDENCE HAS A POLICE STRENGTH OF 8 OFFICERS, WHILE THE COUNTY SHERIFF'S OFFICE HAS A TOTAL OF 4 SWORN OFFICERS. THE CONSULTANT REVIEWED THE EXISTING LAW ENFORCEMENT SITUATION IN THE COUNTY, WITH PARTICULAR ATTENTION GIVEN TO THE SERVICES THAT SEEM TO BE BEST SUITED FOR CONSOLIDATION: RECORDS AND COMMUNICATIONS, TRAINING, IDENTIFICATION, JOINT FACILITY USAGE, AND PURCHASING. IT IS CONCLUDED THAT THE SHERIFF'S OFFICE AND THE INDEPENDENCE POLICE DEPARTMENT SHOULD COMMENCE PLANS FOR CONSOLIDATING THESE SERVICES. THE RESULTS OF A REVIEW OF THE COUNTY RADIO COMMUNICATION SYSTEM ARE ALSO INCLUDED. THIS PHASE OF THE STUDY WAS UNDERTAKEN TO DETERMINE WHAT POSSIBLE MODIFICATIONS COULD BE MADE TO THE COUNTY POLICE RADIO TO RELIEVE THE CHANNEL CONGESTION AND ALLOW A BETTER GRADE OF COMMUNICATION. SPECIFIC TECHNICAL RECOMMENDATIONS ARE INCLUDED. (AUTHOR ABSTRACT MODIFIED)
