Abstract
PROJECT HEAVY IS AN EXPERIMENTAL PROGRAM IN LOS ANGELES (CA) TO CONSOLIDATE JUVENILE COURT DIVERSION PROGRAMS AND PROJECTS IN THE CENTRAL CITY HIGH DELINQUENCY AREA. THE HANDBOOK PROVIDES AN OVERVIEW OF THE DIVERSION PROJECT YOUTH SERVICE SYSTEM AND DESCRIBES HOW A CLIENT 'FLOWS' THROUGH THIS SYSTEM. THEN, FROM THE PERSPECTIVE OF THE CASE MANAGER, THIS HANDBOOK DESCRIBES THE CLIENT ACTION; CHARACTERISTICS; TRACKING AND RECORD UPDATING SYSTEM (CACTUS) FOR REPORTING ON CLIENT PROGRESS THROUGH DIVERSION PROCESSES AND SETS FORTH INSTRUCTIONS FOR PERPARING REPORTS.
