RECOMMENDATIONS AND COMMENTARY CONCERNING A UNIFIED TRIAL COURT SYSTEM AND CALENDAR MANAGEMENT IN CALIFORNIA SUPERIOR COURTS IN ORDER TO FACILITATE THE REDUCTION OF TRIAL COURT DELAYS.
Abstract
THE CREATION OF A UNIFIED TRIAL COURT SYSTEM WOULD ENTAIL CHANGES IN ADMINISTRATION, COURT STRUCTURE, COMMISSIONERS, STAFFING AND FINANCING. THE UNIFIED TRIAL COURTS WOULD ENCOMPASS THE PRESENT JURISDICTIONS OF JUSTICE, MUNICIPAL AND SUPERIOR COURTS. CALENDAR MANAGEMENT REFORM WOULD INVOLVE THE ADOPTION OF STATEWIDE RULES OF COURT APPLICABLE TO THE SCHEDULING OF TRIAL DATES, CERTIFICATES OF READINESS, PRETRIAL AND TRIAL SETTING CONFERENCES, SETTLEMENT CONFERENCES, CONTINUANCES, CALENDARS, UTILIZATION OF JUDGES, AND PENAL PROCEEDINGS. SEE NCJ-25105-06, 16922, 16923, 16925 FOR OTHER COMMITTEE REPORTS.
