This report covers investigations conducted by the Office of the Solicitor General of Canada regarding problems of supervision of inmates upon release from penitentiaries on temporary absence, day parole, parole, or mandatory supervision for 1988-1989.
Abstract
It explains the 1988 amendment that states the exclusion of problems under the jurisdiction of the National Parole Board and includes the full text of the mandate and the amended version in an appendix. In addition, it defines the organization and its current operational status providing statistical information on complaints according to category, month, and region as well as inmate population, institutional visits, inmate interviews, and disposition of complaints. The report updates information on the 22 outstanding issues from the last annual report, such as transfer decisions and exchange of service agreements, and lists special handling units, internal investigations, internal regulatory documents, access to telephones, double dunking, and warning shots unresolved. Further, the report details key issues for the current reporting year including offender pay rates, criteria for humanitarian escorted temporary absence, inmate committees for solicitation of funds for legal action, inmate grievance process, handicapped offenders, visitor applications, delegation of authority, record of minor disciplinary hearings, officer identification, and mental health programs. 8 tables
