Abstract
IN ORDER TO INCREASE THE NUMBER OF AVAILABLE PATROL OFFICERS IN THE ABSENCE OF INCREASED FINANCIAL RESOURCES AND INCREASE THE EFFECTIVENESS OF THE INDIVIDUAL PATROL OFFICER IN THE DELIVERY OF PUBLIC SAFETY SERVICES, THE FULL-SERVICE MODEL OF TEAM POLICING WAS ADOPTED. THE COUNTY'S DIVISION OF PUBLIC SAFETY WAS REORGANIZED, DATA WAS COLLECTED, CONSULTANTS WERE UTILIZED, AND PLANNING AND MANAGEMENT STRATEGIES WERE DEVELOPED IN ORDER TO FACILITATE THE OPERATION....TWH
