SURVEY RESEARCH ON CURRENT PERSONNEL POLICIES AND PROCEDURES WHICH HAVE AN ADVERSE EFFECT ON MINORITY GROUP MEMBERS, BOTH AS ENTRY CANDIDATES AND DEPARTMENT MEMBERS.
Abstract
NO EVIDENCE WAS FOUND BY THE SURVEY TEAM THAT THERE WAS ANY INTENTIONAL OR PLANNED PROGRAM OF THE CHICAGO POLICE DEPARTMENT OR THE CHICAGO CIVIL SERVICE COMMISSION FOR EXCLUDING MINORITY GROUP MEMBERS FROM THE FORCE. BUT SEVERAL DEFICIENCIES WERE FOUND IN RECRUITMENT, TRAINING, PROMOTION, AND DISCIPLINE. RECOMMENDATIONS ARE OFFERED FOR IMPROVING UNDERSTANDING AND WORKING RELATIONSHIPS AMONG ALL RACIAL AND ETHNIC GROUPS IN THOSE AREAS. SURVEY TEAM ALSO FOUND PROBLEMS WITH PATROL ASSIGNMENTS OF BLACK OFFICERS, AND THEY SUGGEST AN EXTENSIVE REVIEW OF POLICY IN THIS FIELD.
