WRITTEN BY LEADERS IN THE FIELDS OF CHILD ABUSE AND NEGLECT RESEARCH, SOCIAL WELFARE, AND GOVERNMENT, THESE PAPERS FROM THE SECOND ANNUAL NATIONAL CONFERENCE ON CHILD ABUSE DISCUSS DELIVERY SYSTEMS AND INTERVENTION.
Abstract
THE CONCEPT OF DELIVERY SYSTEMS USED IN THE PAPERS GOES BEYOND THE TRADITIONAL CASEWORKER AND CLIENT INTERACTION AND PINPOINTS THE FORM THAT DELIVERY SYSTEMS WILL TAKE, THE SORTS OF PROFESSIONALS OR NONPROFESSIONALS WHO WILL ACT AS THE PRIMARY SERVICE PROVIDERS, AND THE RELATIONSHIP OF THE VARIOUS DISCIPLINES INVOLVED IN PROVIDING SERVICES TO THE FAMILY. IN THE AREA OF COMMUNITY RESOURCE DEVELOPMENT, IDEAS RANGE FROM ESTABLISHMENT OF CHILD ABUSE AND NEGLECT PROGRAMS IN UNIQUE SETTINGS, SUCH AS INDIAN RESERVATIONS, TO EXPANDED USE OF EXISTING SYSTEMS, SUCH AS SCHOOL SYSTEMS, HEADSTART, AND NURSING EDUCATION. IMPORTANT CONSIDERATIONS FOR ANY RESOURCE DEVELOPMENT EFFORT ARE THE RELEVANT LEGISLATION AND FUNDING SOURCES SUCH AS TITLE XX, THE VALUES AND PRIORITIES OF THE COMMUNITY TO BE SERVED, AND THE INCLUSION OF A SPECTRUM OF COMMUNITY REPRESENTATION. PAPERS ON COMPREHENSIVE SERVICES TO FAMILIES DESCRIBE THE MULTIDISCIPLINARY COMPREHENSIVE EMERGENCY SYSTEMS AS WELL AS SPECIALIZED SERVICES SUCH AS FOSTER CARE. SPECIAL POPULATIONS SUCH AS THE MILITARY, AND CHILD ABUSE PREVENTION ARE CONSIDERED. ALTERNATIVE DELIVERY SYSTEMS, USING VOLUNTEERS, LAY THERAPISTS, AND SELF-HELP, ARE DISCUSSED, AND MANAGEMENT TECHNIQUES AND STAFF DEVELOPMENT ARE ADDRESSED. THE FINAL SECTION ON INTERVENTION STRATEGIES LOOKS AT THE PROCESS FROM SEVERAL ENTRY POINTS INCLUDING INDIVIDUALS, GROUPS, TOTAL FAMILY SYSTEMS, AND REPRESENTATIVES OF MEDICINE, NURSING, LAW, MENTAL HEALTH, AND SOCIAL WELFARE PROFESSIONS. THE IMPORTANCE OF ACCURATE ASSESSMENT OF A FAMILY SITUATION IS EMPHASIZED SO THAT THE DEGREE OF RISK TO THE CHILD CAN BE PREDICTED. PAPERS OFFER A SELECTION OF SELF-REPORT, BEHAVIORAL, AND OBSERVATIONAL TECHNIQUES FOR EVALUATING A PARENT'S POTENTIAL TO ABUSE A CHILD. A GROUP ON TREATMENT AND EVALUATION OF TREATMENT PRESENTS A WIDE RANGE OF OPTIONS AND HIGHLIGHTS THE IMPORTANCE OF INVOLVING PARENTS IN TREATMENT PLANNING AND THE NEED TO KEEP THE FAMILY INTACT. REFERENCES ARE PROVIDED. (DAG)
