This manual provides readers with an assortment of ordinances and statutes, executive orders, departmental orders, and other documents that pertain to citizen review of complaints against police.
Abstract
Documents included in the manual were collected from over 30 police departments nationwide. They were selected to highlight the most important issues related to citizen review of complaints against police. Documents are presented alphabetically by jurisdiction. The author does not endorse any particular policy or procedure as the model or ideal for citizen reviews; rather, the included documents present policymakers with the range of currently available alternatives that are being practiced. Some of the issues discussed in relation to citizen review of complaints against police are the source of legal authority for such review, the organizational structure of the review, employees covered in the citizen review, the role and mission of civilian review, the nature of citizen input, board composition, disciplinary authority, rules and procedures, and information dissemination. 91 references
