Abstract
THE PROGRAM, DEVELOPED PRIMARILY FOR PERSONNEL IN THE DEPARTMENT OF PUBLIC SAFETY, ENCOMPASSES BOTH ASSOCIATE DEGREE AND NON-DEGREE CURRICULA AND IS CONDUCTED AT THREE CAMPUSES - ST. JOHN, ST. CROIX, AND ST. THOMAS. THIS REPORT PRESENTS DETAILS OF THE FIRST YEAR'S STAFFING AND SCHEDULING, AND OUTLINES THE CURRICULA OFFERED AND THE CONSEQUENT PROBLEMS ENCOUNTERED. THE PROGRAM MAKES A SPECIAL CONTRIBUTION TO THE ISLANDS BY INCLUDING A HIGH SCHOOL EQUIVALENCY COURSE AND BY HELPING TO FOSTER HIGHER EDUCATION ON THE ISLANDS THEMSELVES RATHER THAN THE MORE TRADITIONAL 'MAINLAND EDUCATION'.
