ANALYSIS OF THE STRUCTURE AND OPERATIONS OF AN URBAN POLICE DEPARTMENT, CONDUCTED AFTER SEVERAL INCIDENTS OF INTERNAL RACIAL CONFLICTS.
Abstract
THE SURVEY EXAMINES OFFICER SELECTION PROCEDURES, AND CONCLUDES THAT THEY SHOULD BE ORGANIZED AROUND AN EFFECTIVE POLICE OFFICER PROFILE, WHICH INCLUDES INTELLECTUAL CAPACITY, MOTOR SKILLS, AND ABILITY TO RELATE TO OTHER PEOPLE. RECOMMENDATIONS ARE MADE FOR UPGRADING PRE-SERVICE AND SPECIALIZED TRAINING PROGRAMS. CHANGES IN ORGANIZATION AND MANAGEMENT ARE SUGGESTED, INCLUDING A NEW RANK AND ASSIGNMENT STRUCTURE. AN ASSESSMENT OF PROGRESS IN IMPLEMENTATION OF THESE RECOMMENDATIONS IS IN NCJ- 07112.
