A DESCRIPTION OF A PROGRAM IN BIRMINGHAM, ALABAMA, IN WHICH PUBLIC UTILITIES, RAILROADS, AND LAW ENFORCEMENT REPRESENTATIVES COOPERATE IN ENFORCING REGULATIONS ON SCRAP METAL DEALERS AND IN MARKING SCRAP METALS.
Abstract
IN THIS PROGRAM, SCRAP METAL DEALERS WERE ADVISED THAT REGULATIONS ON RECORDKEEPING FOR EACH PURCHASE OF SCRAP METALS WOULD BE ENFORCED. OTHER MEASURES UNDERTAKEN IN THIS PROGRAM INCLUDE DAILY NOTIFICATION TO THE POLICE DEPARTMENT OF ALL SCRAP METAL PURCHASES, SPECIAL POSTERS EXHIBITED ON THE PREMISES OF SCRAP METAL DEALERS, STOLEN PROPERTY REPORTS, AND WARNING SIGNS. THE IMPRINTING OF CODE IDENTIFICATION NUMBERS AND USE OF CHEMICAL TRACE ELEMENTS FOR IDENTIFICATION OF METALS HAVE ALSO BEEN EMPLOYED. AS A RESULT OF THIS PROGRAM, MORE THAN 30 INDIVIDUALS WERE IDENTIFIED AND SEVERAL PROSECUTED IN CONNECTION WITH SCRAP METAL THEFTS DURING A TWO-MONTH PERIOD.
