Motivated by mutual problems in the area of criminal investigation and currently without adequate resources to perform the function properly, the cities of Lavista and Papillion, Neb., formed a combined investigations unit.
Abstract
A feasibility study group was formed to research the possibility of a combined investigations unit that would serve the two jurisdictions. Proposals were drafted to the city administrators stating, among other things, staffing requirements, policies and procedures, equipment needed, and budget responsibility. Goals and performance measures were also drafted to lay a strong foundation and satisfy elected officials. City administrators, citizens, and police officers of both communities were supportive. Since implementation of the unit, investigation functions for the cities have been operating at an acceptable performance level. Small problems such as workload allocations and separate tracking of statistics have gradually been worked out.
